Picnic PostNL appoint independent investigator after explosive ‘culture of fear’ allegations

Dutch WorldTour team Picnic PostNL have appointed sports law professor Marjan Olfers to lead an independent investigation into their working environment, following allegations of a culture of fear that have placed team management under intense scrutiny.

The appointment marks the next step in a controversy that erupted half October, when Dutch broadcaster NOS and cycling podcast In De Waaierpublished the findings of an investigation involving 71 current and former riders and staff members.

Their accounts raised serious questions about the management style of team boss Iwan Spekenbrink and sporting director Rudi Kemna, with former rider Martijn Tusveld describing the psychological impact of his time at the team and former coach Adriaan Helmantel claiming the organisation had become a "dictatorship".

Picnic PostNL initially rejected the overall portrayal of the team but promised an independent investigation. That process will now be overseen by Olfers, a professor of sports and law at Vrije Universiteit Amsterdam, through her research organisation Verinorm.

"The media are reporting that there is a culture of fear. We are going to investigate that scientifically," Olfers told NOS.

"We are going to do that as thoroughly and as quickly as possible."

The investigation will include interviews and questionnaires aimed at examining the working environment within the Dutch organisation. No date has yet been announced for the publication of its findings.

The allegations concern a team that has enjoyed considerable success since its foundation in 2008. Marcel Kittel won multiple Tour de France stages in the team's colours, while Tom Dumoulin delivered its biggest victory at the 2017 Giro d'Italia.

Results have been harder to come by in recent years, and 2026 has been another difficult season for Picnic PostNL. The team also faces uncertainty over its WorldTour licence, having received approval for only the 2026 season, with further financial conditions attached to an extension.

Olfers will now look into the accounts of riders and staff to establish whether there are wider problems within the organisation. The team have previously said they will take the findings seriously and make changes where necessary.
